• Head to the Emerald Grove waypoint on your map.
• Travel south along the roads until you reach the Emerald Grove Environs waypoint.
• From this waypoint, head east for about twice the travel distance between the first two waypoints. You’ll come to the Blighted Village.
• Pass through the Blighted Village, following the east road. Be wary of Goblins in the village.
• Follow the road as it turns northward, and it’ll bring you to an old stone bridge.
• Cross the bridge, and you’ll be at the Goblin Camp.

From here, you’ll be able to find Halsin. He’ll be behind bars, with a handful of Goblin children and a woman standing outside of his cage. He will also be a bear.

How to make Halsin a companion

If you want Halsin as a companion, then you’ll need to free him by siding against the Goblins. If you’re able to pass enough Intimidation checks, you can force the Goblins and the woman outside Halsin’s cage to release him. Alternatively, you can initiate combat, and cut your way through the Goblin forces. This will allow Halsin to escape, after which point you’ll run into him later down the line in Emerald Grove. Siding with the Druids in the conflict later on is the best way to secure Halsin’s trust and make him a party member.
